</span><a href="https://www.9news.com.au/national/victorian-crime-statistics-youth-crime-spikes-to-highest-rate-in-decades/177c6cac-1695-489b-9e13-8edc0926e26a" rel="" target="_blank" title="highest level"><span>highest level</span></a><span> since 1993.</span></div></div><div class="block-content"><div class="styles__Container-sc-1ylecsg-0 goULFa"><span>As part of the changes, Allan said a new bail test will apply to offenders out on bail who then commit serious crimes such as armed robbery or carjacking.</span></div></div><div class="block-content"><div class="styles__Container-sc-1ylecsg-0 goULFa"><span>In theory, it increases the likelihood that bail is refused and aims to prevent reoffending.</span></div></div><div><div class="OUTBRAIN" serious drug offences.</span></div></div><div class="block-content"><div class="styles__Container-sc-1ylecsg-0 goULFa"><span>This means the bail test for a repeat offender will be higher than it would be subject to this change.</span></div></div><div class="block-content"><div class="styles__Container-sc-1ylecsg-0 goULFa"><span>Allan said the tougher laws were required to keep all Victorians safe.</span></div></div><div class="block-content"><div class="styles__Container-sc-1ylecsg-0 goULFa"><span>"We said we needed to go further under our tough new bail laws to keep Victorians safe and
